That makes bonded bourbon some of the most honest whiskey you can buy, and often some of the best value per proof. Most of what's here sits between $40 and $70. Rectifiers bought cheap neutral spirit and dressed it up with coloring, flavoring and sometimes much worse, then sold it under whiskey labels. Distillers making the real thing had no way to prove it.\u003c\/p\u003e\n\n\u003cp\u003eThe Bottled-in-Bond Act of 1897 gave them one. Pushed hard by distiller E.H. Taylor and Treasury Secretary John G. Carlisle and signed by President Grover Cleveland, it let producers put a federal guarantee on the bottle in exchange for following the rules above. It's often described as one of the first consumer protection laws in the country. Old Forester 1897, below, is named for the year it passed.\u003c\/p\u003e\n\n\u003ch2\u003eWhy It Still Matters\u003c\/h2\u003e\n\n\u003cp\u003eMost of the language on a modern bourbon label is marketing. The bonded designation is the opposite: it tells you who made it, roughly when, a minimum age and the exact proof, and the government checks. If you've ever tried to work out what a \"small batch\" or \"reserve\" label actually means, this is the answer to that problem.
